We understand that student postsecondary data is sensitive. FOYOST is built on WSIPC’s trusted infrastructure, ensuring enterprise-grade security and full compliance with state and federal regulations.
Key Protocols:
- Hosting: Hosted in a dedicated Microsoft Azure tenant managed by WSIPC.
- Compliance: Fully FERPA compliant operations. Data is encrypted in transit and at rest.
- Access Control: Strict Role-Based Access Control (RBAC) ensures staff only view data relevant to their specific school or program.
- Data Sharing Agreements (DSA): No data flows without a signed DSA. We have streamlined the process to align with standard WSIPC agreements.
Where does the data come from?
FOYOST blends national outcomes with local context.
- Source A: National Student Clearinghouse (NSC): We utilize the detailed StudentTracker file to capture enrollment, persistence, and completion records from 97% of colleges nationwide.
- Source B: Your Local Context: This data is securely pulled for districts on a WSIPC-hosted SIS platform. For all other districts, a simple “Student Attributes” file is provided via secure upload. This adds the demographics, program tags (AVID, CTE), and grad years necessary for equity analysis
Note: FOYOST data updates are not “live” to the second. They are processed Quarterly (Fall, Winter, Spring, Summer) to align with college reporting cycles, ensuring you are looking at verified census-date data.

In partnership with the Association of Educational Service Districts (AESD), we provide ongoing training to ensure your team knows how to translate data into action.
- Regional Workshops: Check with your local ESD for upcoming data literacy cohorts.
- Open Resources: As part of our commitment to the Gates Foundation, all FOYOST training materials are licensed under Creative Commons. You are free to adapt, reuse, and share our data inquiry protocols within your professional learning communities (PLCs).

No, at this time it does not. Given the secure nature of that data, it is unlikely it ever will.

Yes. If the institution reports to the National Student Clearinghouse (which most Title IV institutions do), it appears in FOYOST. This includes 2-year community and technical colleges.
The ERDC dashboard is excellent for state-level aggregate reporting. FOYOST is designed for student-level action. We provide the names, lists, and specific pathways of your students, allowing counselors to intervene with individuals.
No. FOYOST is SIS-agnostic. It works via secure file uploads, meaning it is compatible with Skyward Qmlativ, SMS, PowerSchool, or any other system you use.
