Pricing Designed for Access, Not Profit.

As a public agency cooperative, WSIPC operates on a cost-recovery basis, not for profit. We are developing a long-term business plan (to be published September 2026) based on two core principles:

  1. Tiered Pricing Structure: Fees will be scaled based on district enrollment size. Large districts pay a fair share for their complex data volume, while small districts access the same enterprise-grade tools at a fraction of the cost.
  2. The Equity Fund: We are exploring a “Pay It Forward” reserve fund model. A portion of revenue from larger district licenses will be allocated to subsidize access for our most resource-constrained and rural partners, ensuring cost is never a barrier to equity.

Year 1

2025-2026 School Year

  • Cost to District: $0

  • Funding Source: 100% funded by the Bill & Melinda Gates Foundation.

  • The Goal: Eliminate barriers to entry, onboard early adopters and revise the app without procurement red tape.

Year 2

2026-2027 School Year

  • Cost to District: Subsidized

  • Funding Source: Shared model (50% Grant / 50% District Fees).

  • The Goal: Transition to a partnership model while keeping costs significantly lower than market value.

Year 3

2027+ School Year

  • Cost to District: Sustainable Fee

  • Funding Source: 100% District Licensed (Not-for-profit)

  • The Goal: A long-term, self-sustaining service owned by the cooperative, priced fairly for districts of all sizes.

A Smarter Use of District Funds.

After the initial grant period, transitioning to the FOYOST Cooperative Model allows your district to move from a resource-intensive, in-house process to a streamlined, secure service. The subscription is a strategic investment that reduces staff time spent on manual data cleaning, individual software licenses, and managing complex FERPA requirements—freeing your data team to focus on insight, action, and impact rather than administration.

Do It Yourself (In-House) The FOYOST Cooperative Model
Data Cleaning: Staff spend 40+ hours per quarter cleaning raw NSC files. Automated: WSIPC handles data ingestion, cleaning, and standardization.
Infrastructure: District pays for Azure/AWS hosting and Power BI Pro licenses individually. Included: Enterprise-grade hosting and licensing are bundled into the service.
Privacy: District must manage FERPA compliance and data security updates. Secure: Data is managed in a secure, role-based environment compliant with state/federal law.
Analysis: Static PDFs or spreadsheets that quickly become outdated. Interactive: Dynamic dashboards that allow for instant equity analysis.

Simplified Procurement through Your Educational Service District.

FOYOST is supported by the Association of Educational Service Districts (AESD). In the future, districts will be able to utilize cooperative purchasing agreements through their local ESD. This aggregates buying power to keep costs low and simplifies the contract process—allowing you to sign up via interlocal agreement rather than a complex RFP process.
